Chairperson of the subcommittee on bodies of population self-organization, local elections and other forms of direct democracy O.Boiko informed that the draft law proposes to terminate the powers of Lviv Mayor A.Sadovyi ahead of schedule, appoint early election of the Lviv mayor for March 27, 2016 and to make certain amendments to the Law of Ukraine “On local elections.”
The speaker said:
- Following the consideration of the draft law, the Verkhovna Rada of Ukraine Committee on Budget in its opinion noted that the draft law has influence on the budget indicators (is the one that shall be implemented at the expense of the state budget, so the author of the draft law was obliged to submit financial feasibility study (including corresponding calculations) and proposals concerning the sources of such expenditures in order to balance the budgets as stipulated in Section 3 of Article 91 of the Rules of Parliamentary Procedure and Section 1 of Article 27 of the Budget Code of Ukraine;
- Following the anti-corruption expertise of the draft law, the Verkhovna Rada of Ukraine Committee on Corruption Prevention and Counteraction concluded that the draft legal act contains not corruptiogenic factors, i.e. the draft law complies with the requirements of the anti-corruption legislation;
- The Central Scientific Experts Office of the Verkhovna Rada of Ukraine in its opinion emphasizes on the requirements of Section 3 of Article 14 of the Law of Ukraine “On local elections,” which stipulates that early local elections are appointed by the Verkhovna Rada of Ukraine in case of early termination of the powers of village, and town mayor among others.
As a result of the wide discussion, the Committee members supported the position of the Chief Scientific Experts Office of the Verkhovna Rada of Ukraine and propose to reject the draft law No.3624 following the consideration in the first reading.
