Verkhovna Rada Committee on State Building, Regional Policy and Local Self-Government recommends Ukrainian Parliament reject draft law "On snap mayoral election in Mykolayiv"

The draft law No. 3690 offers to call snap mayoral election in Mykolayiv for March 27, 2016 and to amend the Law of Ukraine "On local election."

Chairperson of subcommittee on population self-organization entities, local election and other forms of direct democracy O.Boiko informed the Committee members about:

- conclusion of the Verkhovna Rada Committee on Budget, which noted that the draft law affects the budget indicators, thus, it required feasibility study and proportions as to the sources of respective expenditures in compliance with Section 3, Article 91 of the Verkhovna Rada Regulations and Section 1, Article 27 of the Budget Code of Ukraine;

- conclusion of the Verkhovna Rada Committee on Corruption Prevention and Counteraction, which noted that the legislative act did not contain any corruptogenic factors;

- conclusion of the Main Scientific-Expert Department of the Verkhovna Rada Secretariat, which pointed to the requirements of Section 3, Article 14 of the Law of Ukraine "On local election," under which any snap elections are called by the Verkhovna Rada of Ukraine in case of removal of village, small town and city heads. At that the procedure of such removal is regulated by Article 79 of the Law of Ukraine "On local self-government in Ukraine."

Having discussed the issue, the Committee decided to recommend that the Verkhovna Rada of Ukraine reject the draft law "On snap mayoral election in Mykolayiv" after consideration in first reading in compliance with Item 2, Section 1, Article 114 of the Verkhovna Rada Regulations.
