Verkhovna Rada Committee on Taxation and Customs Policy recommends Ukrainian Parliament adopt draft laws touching support to aircraft building industry

The Committee members have eyed two draft laws Nos. 3457 "On amendments to Chapter XX 'Transitional Provisions' of the Tax Code of Ukraine" and 3458 "On amendments to Customs Code of Ukraine."

The first draft law offers to (till January 1, 2025):

prolong the term exempting goods (except for the excised goods) used in aircraft building industry from value added tax (VAT);

levy 'zero' VAT on sale of goods (services) produced by the aircraft enterprises at the expense of the State Budget of Ukraine;

exempt income of aircraft building enterprises from taxation if these enterprises go under the provisions of Article 2 of the Law of Ukraine "On development of aircraft building industry" and are engaged in the development and/or production and assembly of aircraft and aircraft engines;

exempt aircraft building enterprises from land tax if such enterprises go under the terms of Article 2 of the Law of Ukraine "On development of aircraft building industry" and are engaged in development and/or production and assembly of aircraft and aircraft engines (to the exclusion of land plots used in social, commercial, and farm purposes).

The Committee members recommend that the Verkhovna Rada of Ukraine adopt the draft law as a basis and in principle taking proposals of the Committee into consideration.

The draft law No. 3458 offers:

exclude aircraft, with the operating empty weight from 10,000 to 35,000 kilos and the capacity of 44-110 people imported to Ukraine by Ukrainian air companies under the operating leasing agreements, from the list of goods imported to Ukraine and put on the customs regime of temporary import with conditional complete exemption from customs fees;

prolong (till January 1, 2025) the exemption of goods used in development, production, repair, modification, servicing of aircrafts from import duties.

The Committee members decided to recommend that the Verkhovna Rada of Ukraine adopt the draft law No. 3458 as a basis.
