Verkhovna Rada Committee on Social Policy, Employment and Pension Provision examines situation with implementation of recommendations of round table entitled "Ways of settling problems of wage arrears repayment"

During the discussion of the issue at the Committee meeting on April 20, Chairperson of the Committee Liudmyla Denisova drew attention to the recommendations of the International Labour Organisation on the necessity of guaranteeing for employees of social insurance payments in the case of non-payment of compulsory state social insurance by their employer.

"If there are wage arrears, people should not suffer because of non-payment of contributions by the employer. In this situation, workers should be entitled to guaranteed social insurance," said Liudmyla Denisova.

Minister of Social Policy Andrii Reva, present at the meeting, said that the Ministry of Social Policy intends to consider the matter of establishing a wages guarantee fund.

During the debate, Chairperson of the State Labor Service of Ukraine Roman Cherneha informed about the process of reorganization of the Service and its activity in 2015 and the first quarter of 2016. In particular, he drew attention to the fact that last year in effect was full and partial ban on carrying out inspections.

Following the discussion of the main question, the Committee members decided to additionally recommend that the government secure fulfillment of its commitments on financing the expenditures for payment of wages to employees in the budget sector in full and repayment of arrears for previous years, and timely payment by enterprises for works performed to the state order. Also the recommendations point to the repayment of wage arrears to employees of the coal industry and the necessity to prevent the emergence of the new one.

The Committee members recommend that the Ministry of Social Policy accelerate elaboration of legislative initiatives concerning meeting the claims of workers in the event of the insolvency of their employer and preparation of proposals as to the ratification of Section III of the ILO Convention No. 173 and the accession to Article 25 of the European Social Charter (revised).

Also, the recommendations of the Committee emphasize on the need to intensify the work of the Commission on the repayment of wage arrears (cash allowance), pensions, stipends and other social benefits, and at its meetings with the participation of heads of central and local executive power bodies to listen to the leadership of enterprises having the biggest wage arrears.
