Verkhovna Rada Committee on Social Policy, Employment and Pension Provision approves Recommendations of workshop entitled "Updating living wage as a mechanism of improving citizens’ lives"

At a meeting on April 20 Committee Chairperson Liudmyla Denisova said that following the workshop, held on March 30, the working group has considered all proposals and recommendations and prepared a coordinated document.

"I hope that the new Government, taking into consideration the Recommendations of the Committee of Social Policy, will soon elaborate a new procedure of forming the sets of food, non-food products and services, which will take into account all current needs of our citizens. And basing on this, they will change approaches to formation of the living wage," said Liudmyla Denisova.

Presenting the recommendations, First Deputy Chairperson of the Committee Sehii Kaplin said that in general the ideology of living wage setting is absent in the country, overpoliticized and does not correspond to the reality in which people live.

"The Recommendations propose to carry out some kind of academic revolution, to form a new approach that will correspond to the tasks of social unit in the new Government. I wish that the Cabinet, together with our Committee and other Committees and people’s deputies, finally form a new social policy," Serhii Kaplin said.

Minister of Social Policy Andrii Reva, present at the meeting, pointed to the readiness of the Ministry of Social Policy to cooperate with the relevant Committee of the Parliament and MPs in all the issues, in particular, to revise the living wage for its subsequent increase.

According to the Secretariat of the Committee, the hearing Recommendations propose that the Government accelerate the adoption of the draft resolution on the approval of sets of food, non-food products and services for basic social and demographic groups of the population, and in the course of the preparation of the draft state budget for 2017 it is necessary to ensure the setting of the living wage on the basis of updated data.

In the Recommendations they also emphasize on the need to intensify the work of the Interagency Working Group for improving the methodology of setting the living wage, created under the Ministry of Social Policy, in order to accelerate the preparation of the draft law "On amendments to the Law of Ukraine "On Living Wage" (concerning introducing new approaches to setting the living wage) coordinated with the parties to social dialogue, and its submission for the consideration of the Parliament.

The Recommendations also read that the Ministry of Finance together with the Ministry of Social Policy and with participation of social partners shall prepare proposals concerning the stage-by-stage abolishment of the indicator "the size of guaranteeing of the living wage (the guaranteed minimum)" when determining the right for granting and size of state social assistance to poor families and the right for exempting from payment for child nutrition in preschool institutions, and submit the corresponding draft law for the consideration of the Cabinet of Ministers of Ukraine.
