Verkhovna Rada Committee on Construction, Urban Development, Housing and Communal Services holds regular meeting of working group on preparation for second reading of draft law of Ukraine "On housing and public utility services"

In the meeting, which was held on April 11 under the chairpersonship of Deputy Chairperson of the Committee, head of the working group on preparation of the draft law for the second reading A.Babak, participated authorized representatives of the Ministry of Regional Development, Construction and Housing and Public Utility Economy; the National Commission for State Regulation of the Electric Power and Public Utility Services Sectors; the Antimonopoly Committee; the State Agency for Energy Efficiency; the Kyiv City State Administration; heads of municipal enterprises in charge of solid waste management; representatives of branch associations and association of housing managers and owners; condominium associations.

At the meeting they discussed conceptual issues of the draft law No.1581-d concerning provision of household waste management services, in particular:

- The body authorized to set prices / tariffs for removal, recycling and disposal of household waste;

- Service provider, criteria for its competitive selection;

- Mechanisms for determining the price for waste recycling and disposal, differentiated tariffs for solid waste removal.

The participants of the meeting agreed on the basic principles, which should be envisaged in the draft law, namely:

- Local self-government body elaborates and approves a scheme of settlement's sanitation, according to which, the its territory is divided (or not divided) into certain parts (districts, microdistricts, blocks, several buildings, etc.);

- Local self-government body announces competition for the selection of a provider of waste management services in a particular territory of ??the town. At that they approved the minimum requirements for the participants of the competition;

- Self-regulatory organizations, housing construction cooperatives, condominium associations can have their representatives in competition committees created by the local self-government body to determine the service providers;

- It is necessary to introduce a differentiated economically-stimulating approach to the formation of tariffs for consumers in order to promote waste sorting for further use of resource-valuable elements;

- The Ministry of Ecology and Natural Resources, the Environmental Inspectorate and other controlling bodies (municipal police) should be empowered to exercise effective control over the proper condition of landfills, dumps and bringing unscrupulous carriers to justice for illegal waste dumps in unauthorized places.
