A total of 308 deputies registered to participate in the plenary meeting.
Having opened the morning meeting, Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii drew attention to the organization of the Parliament's activity.
"A lot of decisions concerning the security and defense, support to our army, concerning reforms, decommunization we are unable to adopt because there is not enough people's deputies in the session hall. I am doing my best to ensure observance of the regulations. I am trying hard to guarantee that there is no non-personal voting in the session hall. But I would like to ask you too, dear colleagues. Why have I put issues to a signaling vote? Because there were no deputies in the session hall. Because very often, when calling for observance of the regulations, people's deputies making such calls, then disappear from the hall, and we are unable to adopt decisions. We must think not about political interest, but the interest of the State. And the interest of the State is to make the Verkhovna Rada an effective regulatory body in Ukraine. And for achieving this goal, the Parliament should be able to make decisions," he said.
The Chairperson expressed the hope that people's deputies will join their efforts to make the Parliament work under the procedure and that the Parliament be efficient, effective body in the Ukrainian government.
People's deputies made statements, announcements, proposals and started considering the issues on the agenda.
The Verkhovna Rada has adopted the Law "On amendments to some legislative acts of Ukraine concerning ensuring the realization of housing rights of hostels' residents."
The Law makes corresponding amendments to the Housing Code of the Ukrainian SSR of 1983, the Civil Code, the laws "On the transfer of objects of the right of state and municipal property," "On Mortgage."
The corresponding draft law was registered under No.1076.
The Verkhovna Rada has scheduled snap local elections. It has adopted relevant resolutions, which drafts were registered under Nos.4181-4181/21 except for the draft Resolution No.4181/17, consideration of which has been postponed. According to the Resolutions, snap local elections in the said towns are scheduled for Sunday, June 26, 2016.
People's deputies have discussed the draft law "On amendments to the Law of Ukraine "On the status and social protection of citizens affected by the Chornobyl catastrophe" (concerning removal of discriminatory treatment of citizens who participated in the liquidation of other nuclear accidents, in nuclear tests and military exercises with use of nuclear weapons)" No.3281 and draft Resolution "On recommendations of the parliamentary hearings entitled "On health care reform in Ukraine" No. 4406.
The decisions on the discussed issues will be taken at next plenary meetings.
The Chairperson has announced MP Serhii Kivalov's joining the Opposition Bloc faction.
