Regular workshop for local self-government officials started on April 7 at the Verkhovna Rada of Ukraine. Deputy mayors, heads and specialists of local councils in charge of social protection of the population take part in the workshop.

The event was opened by Deputy Head of the Verkhovna Rada of Ukraine Secretariat Oleksandr Martynenko. He welcomed the participants on behalf of the Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman, and pointed to the importance of the matter of social protection in the current conditions. He invited the present to sincere and frank conversation and expressed hope for further fruitful cooperation of the Parliament, its Secretariat, the Parliamentary Office and local self-government bodies and their all-Ukrainian associations for perfecting the legislation, and assured that all proposals of the workshop participants will be taken into account.

Executive Director of the Association of Ukrainian Cities Myroslav Pittsyk said that the PULSE project, in the framework of which the workshop is held, is aimed at lobbying the interests of the local self-government. This event is a good opportunity to get acquainted with the "kitchen" of legislation, to establish business contacts and as a result to influence the quality of certain draft laws. He thanked Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman for creation - for the first time in the history of Ukraine – of the Parliamentary Office of Local Self-Government and efforts aimed at the implementation of this crucial for the country reform.

First half of the day was dedicated to familiarizing with the principles of law-making and legislative process, rules of draft laws registration and requirements of the legislative technology, peculiarities of draft laws examination, and basics of local self-government rulemaking. Professional consultations on these issues were provided by employees of the Central Judicial Office and the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, the Secretariat of the Verkhovna Rada of Ukraine Committee on Rules of Parliamentary Procedure and Support to Work of the Verkhovna Rada of Ukraine, and the Legislation Institute of the Parliament.

There was some lively discussion during the round table with the participation of employees of Secretariats of the Verkhovna Rada of Ukraine Committees on Social Policy, Employment and Pension Provision, and on Affairs of Veterans, Combatants, ATO Participants and Disabled People, the Ministry of Social Policy of Ukraine, the Departments of Social Policy, and Finance of the Kyiv City State Administration, and the Association of Ukrainian Cities. The participants discussed urgent issues of regulatory support in the field of social protection of the population, exchanged experience in solving specific problems on the local level.

On April 8, the participants will familiarize themselves with the work of the Sviatoshyn Orphanage.
