Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman opened the morning plenary session of the Ukrainian Parliament. A total of 379 people's deputies registered in the session hall.
President of Ukraine Petro Poroshenko, Prime Minister of Ukraine Arseniy Yatsenyuk were present at the morning session of the Verkhovna Rada.
Prime Minister of Ukraine Arseniy Yatsenyuk delivered his address to the Parliament and asked to approve his resignation statement.
Then President of Ukraine Petro Poroshenko took the floor.
Candidate for the post of the Prime Minister of Ukraine Volodymyr Groysman addressed the Verkhovna Rada.
He emphasized on the importance of stabilizing the situation in Ukraine.
V.Groysman thanked the Parliamentary Coalition and the President of Ukraine for their trust.
"I understand my responsibility, I understand that now we have hard times when we have to demonstrate effectiveness and political will in order to lead the country out of crisis, to accelerate and change the quality of European reforms, to ensure the inalterability of the European integration process. This all today needs the consolidation of the Ukrainian society, the Parliament, the formation of an effective government able to become a basis for our country’s development," the candidate for the Prime Minister said.
People's deputies discussed the candidature for the post of the Prime Minister.
The Verkhovna Rada adopted Resolution "On the Cabinet of Ministers of Ukraine." Draft Resolution was registered under No.4423.
The Verkhovna Rada recalled Volodymyr Groysman from the post of the Chairperson of the Ukrainian Parliament.
The candidate for Speaker of the Parliament of Ukraine Andrii Parubii addressed the session hall.
"We must jointly increase the institutional capacity of the Verkhovna Rada of Ukraine. We have to do all possible for the Parliament to become the center of decision-making," he said.
Representatives of the factions discussed his candidature.
The Verkhovna Rada of Ukraine elected Andrii Parubii as Chairperson of the Ukrainian Parliament and simultaneously recalled him from the post of First Deputy Chairperson of the Verkhovna Rada of Ukraine.
With 260 votes people’s deputies of Ukraine elected Iryna Heraschenko as First Deputy Chairperson of the Verkhovna Rada of Ukraine.
The Verkhovna Rada approved Resolution "On the formation of the Cabinet of Ministers of Ukraine."
New composition of the Cabinet of Ministers is formed of the following:

The Verkhovna Rada approved Resolution "On the dismissal of members of the Cabinet of Ministers of Ukraine."
People's deputies dismissed members of the previous Cabinet of Ministers of Ukraine from their posts. Draft Resolution was registered under No.4425.
Volodymyr Groysman presented the Program of the Cabinet of Ministers of Ukraine.
He said that the Cabinet of Ministers in its work will be guided by the principle strategic documents defining the basic benchmarks on the way towards the European development.
"We undertake specific commitments till the year-end, and what is important is to prepare a plan of Ukraine’s development in the medium term. About the priorities. Effective management and restoration of confidence in the government. Today I would like to present some of our priorities. One of the key tasks we have is to restore confidence in the government," he stressed.
Resolution "On the approval of the Program of the Cabinet of Ministers" was approved with votes of 243 people’s deputies.

The Parliament also decided to schedule the snap elections of the Kotsiubynske village council for the last Sunday of the 90-day term from the date of entry into force of this Resolution, and hold them under the procedure envisaged by the Law of Ukraine "On local elections."
The Central Electoral Commission, taking into account the proposals of the corresponding territorial electoral commission, shall determine in the due order the volume of budget expenditures required to hold snap elections of the Kotsiubynske village council.
The Cabinet of Ministers of Ukraine within its powers shall take urgent measures to ensure financing of the snap elections of the Kotsiubynske village council from the State Budget of Ukraine, envisaged for exercising by the Central Electoral Commission the leadership and management in the sphere of holding elections and referenda, and funds of the targeted subvention from the State Budget of Ukraine.

The Verkhovna Rada of Ukraine terminated ahead of schedule the powers of the people’s deputies appointed to the Cabinet of Ministers.
In connection with the appointment of the members of the Cabinet of Ministers, the Verkhovna Rada of Ukraine terminated the powers of people's deputies Lilia Hrynevych, Volodymyr Groysman, Ivanna Klympush-Tsintsadze, Stepan Kubiv, Taras Kutovyi, Ostap Semerak, and Ihor Nasalyk.
Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii declared the morning session closed.
