At 16:00, First Deputy Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii opened the evening plenary meeting of the Ukrainian Parliament.
The parliamentarians adopted the draft law "On National Commission for State Regulation of Energy and Utilities" as a basis.
The draft law offers to determine legal status of the National Commission for State Regulation of Energy and Utilities, its tasks, functions, authorities and the order of their fulfillment.
The draft law offers to set the peculiarities of organization of activity of the Commission, its functions and authorities, the order of elaboration of Commission's decisions, peculiarities of control in the markets of electric energy and municipal services.
A number of amendments are offered to the Administrative Offences Code of Ukraine, Commercial Code of Ukraine, Laws of Ukraine "On remuneration of labor," "On local self-government in Ukraine," "On electric energy sector," "On natural monopolies," "On drinking water and drinking water supplies," "On housing-public utility services," "On principles of state regulatory policy in the field of economic activity," "On heat supplies," "On combined production of heat and electric energy (cogeneration)," "On measures aimed at stable functioning of fuel and energy sector enterprises," "On management of state property," "On fundamentals of state control in field of economic activity," "On methane at coal deposits," "On state regulation in field of municipal services," "On regulation of city planning activity," "On administrative services," "On principles of functioning of electric energy market of Ukraine," and "On licensing of types of economic activity."
Respective draft law was registered under No. 2966-д.
The people's deputies of Ukraine adopted draft law "On amendments to Law of Ukraine "On State Budget of Ukraine for 2016" (as to provision of subventions to Donetsk and Luhansk regions from balance of funds of local budgets of population centers where bodies of state power do not fulfill their authorities).
The parliamentarians adopted the Law "On amendments to some legislative acts of Ukraine" (as to peculiarities of use of some public funds on the territory of Donetsk region).
The Law rules that: "from the day of enactment of Law of Ukraine "On amendments to some legislative acts of Ukraine" (as to peculiarities of use of some public funds on the territory of Donetsk region) - for local state administrations, local self-government bodies and military-civil administrations located in Donetsk region;" "from the day of enactment of the Law of Ukraine "On some amendments" (as to peculiarities of use of public funds on the territory of Donetsk region)," the Law of Ukraine "On state procurements" does not touch local state administrations, local self-government bodies and military-civil administrations located in Donetsk region."
Respective draft law was registered under No. 4199.
The people's deputies adopted the draft law "On amendments to Sub-Item 5, Chapter XX of "Transitional Provisions" of Tax Code of Ukraine" (as to stimulation of development of used automobiles market) as a basis.
The draft law offers (from January 1, 2016 through fuel and energy sector 31, 2017) to lower the excises for used vehicles (from 2 to 28 times depending on type of vehicles and engine capacity).

The parliamentarians also adopted the Law "On amendments to Tax Code of Ukraine" (as to stimulation of development of second hand market).
The draft law amends Item 189.3 of Article 189 of the Tax Code of Ukraine (as to order of determination of the tax base value added taxation for transactions with secondhand goods).
