The members of the Committee considered the draft laws Nos. 3863 and 4294 "On amendments to Article 15 of Law of Ukraine "On National Police" (as to correspondence to Article 21 of Law of Ukraine "On central executive bodies") and "On amendments to Law of Ukraine "On National Police" (as to specification of some provisions).
The meeting participants explained the necessity for the adoption of the draft law No. 3863 with the fact that in compliance with Section 2 of Article 21 of the Law of Ukraine "On central executive bodies," territorial bodies of the central executive body can be established, inter alia as interregional (with the authorities spread for several administrative-territorial units) territorial bodies. At the same time, Section 1 of Article 15 of the Law of Ukraine "On National Police" envisions the establishment of territorial police agencies in the Autonomous Republic of Crimea, regions, cities of Kyiv and Sevastopol (Crimea), districts, cities, city districts as legal entities of public law within the ceiling police size and funds allocated for their activity. Therefore, the said term of the Law of Ukraine "On National Police" requires harmonization with the provisions of Section 2 of Article 21 of the Law of Ukraine "On central executive bodies."
The draft law offers to put Section 1 of Article 15 of the Law of Ukraine "On National Police" in new wording noting that "the territorial police agencies are established as legal entities of public law in the Autonomous Republic of Crimea, regions, cities of Kyiv and Sevastopol (Crimea), districts, cities, city districts and as interregional (with the authorities spread for several administrative-territorial units) territorial bodies."
As a result of the discussion, the Committee recommended that the Verkhovna Rada of Ukraine adopt the draft law as a basis.
The Committee members also eyed the draft law No. 4294 "On amendments to Law of Ukraine "On National Police" (as to specification of some provisions).
The document aims to ensure an opportunity of practical fulfillment of duties enshrined in the terms of the Law of Ukraine "On operational-investigative activity" by task-force units of the National Police.
The Committee also recommended that the Verkhovna Rada of Ukraine adopt this draft law in first reading as a basis and in principle.
