At the meeting, members the Committee noted that draft law No. 3579 proposes to include in the priorities of Ukraine's national interests such matters as preserving and strengthening the institution of family, creating conditions for normal life and development of children, their safety, well-being, growth in family environment.
Making amendments to legislation results from the need to strengthen state guarantees of children protection from external and internal threats in all spheres of life.
The draft law proposes to expand the list of potential threats to national security, social stability, in particular, to such areas as increasing danger to life and health of civilians, especially children, as a result of hostilities or armed conflict; increased neglect, homelessness, vagrancy, crime and delinquency among children, violence against children; increasing number of orphans and children deprived of parental care, children studying in boarding schools, and families with children who are in difficult circumstances.
The document also proposes to supplement the principles of domestic policy in the social sphere with the following areas:
creating an effective system of ensuring the rights of children, their safety and well-being, growth in family environment;
providing affordable housing to orphans and children deprived of parental care;
preventing violence against children, involvement them in the worst forms of children labor, involvement in criminal activities;
preventing child abandonment, etc.
People's Deputies emphasized that protection of children, their rights, priority of their interests at the present stage has become of paramount importance, and therefore requires revision of existing approaches to national security.
