The internal reform of the Verkhovna Rada of Ukraine will raise the professionalism and quality of parliamentary decisions and will facilitate the intensification of the capacity building in all branches of state power.
Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman said this during the closing of the high-level conference on capacity building of the Verkhovna Rada in Brussels (Belgium) on Wednesday.
"The future of Ukraine depends on us all, the quality of the decisions in the future depends on us all today. I choose the way of making the Verkhovna Rada of Ukraine a strong institution, a professional institution able to let us show new approaches in taking important decisions," he stated.
The Chairperson of the Verkhovna Rada expressed confidence that the reformation of the Parliament will intensify the capacity building in our country. "The Ukrainian legislature will have to change the system within inter alia the executive and judicial branches of power. To do so we have to be professional, we have to think in a new way, we have to have modern way of thinking." "We have to show everybody how to create mechanisms able to ensure high-quality reforms," Groysman said.
Groysman also thanked all the initiators of this reform — President of the European Parliament Martin Schulz, Chairman of the Foreign Affairs Committee of the European Parliament Elmar Brok, Chair of the Delegation to the EU-Ukraine Parliamentary Association Committee Andrej Plenkovic, Head of Needs Assessment Mission of the European Parliament Pat Cox and people's deputies of Ukraine — "for the enormous work that had been done so far."
"The Ukraine Week allowed to create contacts we had not have before. We do understand each other better today. We do understand the real state of affairs. We are ready to combine our efforts to overcome extremely complicated challenges our country is facing today… the whole civilized world is facing today, in particular, the European Union," he said.
The Chairperson of the Verkhovna Rada noted that the presentation of the Action Plan should be followed by the implementation of the tasks it envisions. Hence Groysman called on the colleagues to work jointly. He expressed hope that every people's deputy, every leader of Verkhovna Rada factions and chairperson of every Verkhovna Rada committee will remain one single team able "to ensure changes and show success for the whole Ukrainian society."
"The Plan must be implemented. Together we will have to elaborate a joint action plan and use our political will in its embodiment," the Chairperson of the Ukrainian Parliament said having expressed confidence that the Action Plan would be realized rapidly with the help of the world community.
Groysman said that both external challenges and internal problems required respective accurate response. "We have to clarify the tasks and understand what to do in every field," he said.
He also said that a number of important tasks require settlement: national economy reform, defense reform, judicial reform, public service reform, decentralization of power — "the result of these reforms depends on our professionalism and abilities."
Groysman also touched the issue of prospects of introduction of the visa-free regime with the European Union. The Chairperson of the Verkhovna Rada noted that "the Ukrainians have to return to single European family."
Groysman also said that Ukraine and the European Union have to be strong in overcoming joint challenges. "We have to guarantee peace over the whole European continent forever," Groysman noted.
