The consideration followed the instruction of the Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman. The Accounting Chamber of Ukraine reported that following the audit the Ministry was provided with comments on cases of non-compliance with requirements of laws and regulations when using the budget funds, ineffective functioning of the internal control and audit, risks concerning the reliability of financial and budget statements. However, the facts of misuse of budget funds and violations of the legislation when making public procurements were not revealed in the course of the audit; detected risks did not affect the reliability of the information on the general financial situation, which allowed to give conditionally positive opinion of the accuracy, completeness of the accounting, and reliability of the statements.
The Ministry of Ecology and Natural Resources of Ukraine provided information on the implemented and scheduled measures in order to fulfill the recommendations of the Accounting Chamber of Ukraine and on the elimination of violations and drawbacks revealed by the audit, including: they restored accounting of unaccounted receivables; liquidated receivables; prepared and execute the Order dated October 29, 2015 No.415 concerning the inventory; took measures concerning abiding by the terms of pre-payment for goods, works and services procured at the expense of budget funds; initiated litigation to recover from business entities rent and compensate utility costs; elaborate a draft branch agreement between the Ministry of Ecology and Natural Resources of Ukraine and the Trade Union of Workers of the Atomic Energy and Industry of Ukraine; strengthened control over compliance with the requirements of the legislation when conducting accounting and preparing financial and budget statements.
Following the consideration, the Committee decided to recommend that the Ministry of Ecology and Natural Resources of Ukraine eliminate violations and drawbacks revealed by the audit and to avoid them in future.
