Chairperson of the subcommittee on population self-organization entities, local elections and other forms of direct democracy Olena Boiko informed the Committee that the draft resolution No. 3780 offers to call regular elections in 80 population centers of Donetsk region and 28 population centers of Luhansk region (where they were not conducted on October 25, 2015) for April 24, 2016.
According to the authors of the draft resolution, the adoption of their document will prevent the ongoing violation of rights of citizens and restore lawfulness, and unhampered observance of the Constitution of Ukraine.
During the consideration of this issue, the Committee took in consideration:
- the information provided by the Regional Development, Construction, Housing and Public Utility Economy Ministry of Ukraine;
- the information provided by the Donetsk regional state administration / regional military-civil administration;
- the information provided by the Luhansk regional state administration / regional military-civil administration;
- the information provided by chief of the headquarters / first deputy head of the anti-terrorist operation on the territory of Donetsk and Luhansk regions A. Tsvetkov.
At the same time, the people's deputies were informed that the Verkhovna Rada of Ukraine had been addressed by the Donetsk regional council, which asked to adopt this Resolution. The address of the regional council notes that the draft resolution offers to hold regular elections in the population centers located on the Ukraine-controlled territories. At that the Donetsk regional council offers to supplement the draft resolution with the term on calling of regular election of deputies of the Donetsk regional council for April 24.
Besides, the Committee decided to address the Defense Ministry of Ukraine, the Anti-terrorist center under the Security Service of Ukraine, Donetsk and Luhansk military-civil administrations requesting to provide information about possibility to organize and hold regular elections to each of the local self-government bodies listed in the draft resolution.
