The event was initiated by the Verkhovna Rada Committee on Public Health.
The participants in the meeting were people's deputies of Ukraine, representatives of the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Health Ministry of Ukraine, other concerned ministries and agencies, regional state administrations, the National Academy of Medical Sciences of Ukraine, leading scientific medical and pharmaceutical institutions, higher education establishments, pharmaceutical associations, as well as representatives of international and non-governmental organizations.
The major goal of the Health Technology Assessment (HTA) is the provision of scientifically founded information for persons, who take managerial decisions within the system of health care touching production of medicines, medical means, immunological medicines, preventive, diagnostic agents, diagnostic methods and treatment that will be the most economically available indicator of "cost-effectiveness" in the limited funding of the health system.
The participants of the roundtable noted that in most of the developed countries use the HTA.
The HTA includes early diagnosis and active monitoring technologies developed to determine the necessary data and potential impact on the budget. It helps developers and policymakers to control and monitor the introduction of new technologies in medicine, plays a major role in prioritizing and allocating resources to ensure the most effective use. The system includes determination of new technologies, assistance in the control of introduced technologies, in changing of technology, determination of problems in health protection and needs in the future and the exercise of long-term planning.
The roundtable participants adopted the Resolution with the following recommendations:
1. Address the Health Ministry of Ukraine to:
- intensify activity of the workgroup approved with the order of the Health Ministry of Ukraine No. 305 dated May 7, 2014 "On approval to composition of the workgroup on examination of issues touching introduction of the HTA system."
- submit proposals on amendments to the legislation aiming introduction of the HTA system in Ukraine;
- hold (at the Health Ministry of Ukraine) consultations on introduction of the HTA system with the participation of European specialists in this sector;
- attract the National Academy of Medical Sciences of Ukraine to the establishment of the HTA system;
- embody results of the HTA during elaboration and introduction of field-oriented standards in the field of health care.
2. Suggest that representatives of professional associations and other specialists engaged in the health care sector get involved in the work of the workgroup on issues of introduction of the HTA system.
