Chairperson of the subcommittee on local self-government Yu. Bublyk said that according to the authors of the draft law No. 3554, the document aims to make the vote at all executive committees of local councils individual, and results of the voting public. In their words, that would raise the responsibility and quality of work of every official representative of local self-government bodies.
The chairperson of the subcommittee noted that:
- in its conclusion No. 04-19/17-7336 dated January 28, 2016, the Verkhovna Rada Committee on Corruption Prevention and Counteraction noted that the draft legislative act did not contain any corruptogenic factors — the draft legislative act was in line with the requirements of the anticorruption legislation;
- in its conclusion No. 5-10 dated January 26, 2016, the Association of Ukrainian Cities all-Ukrainian association of local self-government bodies offered to reject the draft law after its consideration in first reading. According to the Association, the issues envisioned by the draft law are not in line with Item 15, Section 1 of Article 92 of the Constitution of Ukraine and have to be regulated by local councils;
- in its conclusion No. 16/3-36/3554 dated January 19, 2016, the Central Scientific Experts Office of the Secretariat of the Verkhovna Rada of Ukraine does not support the adoption of the draft law and advocates comprehensive improvement of the Law of Ukraine "On local self-government in Ukraine." According to the specialists of the department, taking in account the principle of distribution of authorities between representation and executive bodies of local self-government, the procedure of the voting should be set not with regulations of respective council as is offered by the draft law, but directly by the executive committee of the council.
