The participants in the event were specialists of the Verkhovna Rada Committee on Agrarian Policy and Land Relations, the Ministry of Agrarian Policy and Food of Ukraine, the Economic Development and Trade Ministry, the State Property Fund, the National Agrarian Sciences Academy, people's deputies of Ukraine, leadership of the Ukrspyrt state spirit and alcoholic beverages industry concern, representatives of the trade union committee and non-government organizations.
The roundtable participants noted that Ukrspyrt is the sole state operator of the Ukrainian spirit in both domestic and foreign markets. It provides over 95% of spirit production in Ukraine.
In compliance with the Resolution of the Cabinet of Ministers of Ukraine No. 672 dated July 28, 2010 "On foundation of State distillery industry enterprise" on the basis of the assets of the Ukrspyrt state spirit and alcoholic beverages industry concern aiming to raise efficiency of functioning of state spirit and distillery enterprises and improve the system of management in the said sector, a state-owned enterprise was founded.
In compliance with the said Resolution, it was planned to reorganize a total of 78 enterprises, which were part of the concern under supplements 1 and 2. The supplement 1 contained 42 enterprises subjected to the merger, and the supplement 2 — 36 enterprises, whose property is subject to transfer for Ukrspyrt.
The Ministry of Agrarian Policy and Food of Ukraine notes that as at February 1, 2016, a total of 36 state-run spirit enterprises were undergoing reorganization. At the same time, it was decided to transfer 15 of them and legal entity registration was abolished for seven of the enterprises.
The total amount of payables on the enterprises subjected to reorganization makes up UAH 246.2 million. Of the amount the debt to the state budget was UAH 50.1 million and loan debt to banks — UAH 11.2 million.
The financial and economic indicators of the Ukrspyrt state spirit and alcoholic beverages industry concern over the last three years indicate the growth of the net revenues over the January-September 2015 to UAH 164 million.
According to the findings of the roundtable, its participants offered to recommend:
1. that the Cabinet of Ministers of Ukraine:
1.1. take decision on further functioning of Ukrspyrt through holding of comprehensive financial and economic analysis of its activity in the context of development of the spirit sector and accompanying sectors of the industry.
1.2. legislate problem issues of the tax legislation and the law on circulation of spirit, having approved the plan on measures under proposals of the Ministry of Agrarian Policy and Food, and Ukrspyrt.
1.3. elaborate a complex of measures to attract investments into the development and modernization of spirit-producing enterprises.
1.4. set equal conditions for compensation of all market participants.
1.5. introduce the mechanism of effective control over financial and economic activity of Ukrspyrt, ensure electronic circulation of products manufactured at the controlled enterprises.
2. that the Ministry of Agrarian Policy and Food of Ukraine:
2.1. appoint competent managers at Ukrspyrt and enterprises it controls.
2.2. along with the State Property Fund of Ukraine and the Economic Development and Trade Ministry agree the provisions of the draft law on privatization of the Ukrspyrt state spirit and alcoholic beverages industry enterprise and submit it for consideration of the Cabinet of Ministers of Ukraine.
3. that the State Property Fund of Ukraine:
3.1. protect labor rights of enterprise's employees during exclusion of Ukrspyrt from the List of state enterprises, which are not subjected to privatization.
3.2. include a representative of the Special control commission of the Verkhovna Rada of Ukraine for privatization to the Commission for privatization of Ukrspyrt.
3.3. create conditions to attract considerable circle of investors to take part in the tender for privatization of spirit and distrillery enterprises.
3.4. allows purchasers to take part in the privatization if their end-beneficiaries are detected.
4. send recommendations of the roundtable to the Cabinet of Ministers of Ukraine, the Economic Development and Trade Ministry, the Ministry of Agrarian Policy and Food, the Ministry of Finance, the State Property Fund, the Verkhovna Rada Committee on Agrarian Policy and Land Relations.
