The draft law No. 3731 offers to exclude Article 196 "Infringement of karate training rules" from the Administrative Offences Code of Ukraine. At the same time, it is offered to exclude respective references to respective term from Sections 1 and 2 of Article 218; and Paragraph 2, Item 1, Section 1 of Article 255 of the said Code.
According to the Committee members, the draft law adoption is conditioned by the fact that in compliance with the effective laws individuals and legal entities have the right to establish and finance health and fitness establishments, centers, complexes, clubs, studios, etc., and also have the right to establish and finance health and fitness establishments for mastering different types of karate.
Particular attention was paid to the fact that the effective legislation did not set the rules for the opening of karate sports clubs or intake of citizens, preconditions for the opening of such clubs, as well as obtaining special permits for karate training. Such clubs are opened under general grounds.
The people's deputies consider that the term of the Administrative Offences Code of Ukraine is outdated and needs amendment.
The Committee members supported the draft law, which will facilitate bringing the terms of the Administrative Offences Code of Ukraine into line with the Constitution of Ukraine and the legislation of the country regulating activity in the field of physical culture and sports.
