At the meeting on February 11, Chairperson of the Committee Nina Yuzhanina said that of 44 draft laws submitted by the Cabinet of Ministers of Ukraine last year, the Verkhovna Rada of Ukraine passed 13 after respective Committee's consideration. Only three of those 13 draft laws were adopted without amendments. A total of 10 draft laws were adapted by the Committee within joint workgroups along with the Ministry of Finance. "That tells us about the quality of those draft laws touching formation of the tax policy submitted by the Government," Yuzhanina said.
The Chairperson of the Committee infirmed that in December 2015, she officially addressed Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman requesting to ensure more responsible formation and creation of documents submitted for consideration by the Committee.
"If we pass laws that do not make doing business in Ukraine really simpler, easier and more just, then we move in an opposite direction, then we pass bad laws. Thus, we have to improve the situation somehow," the Chairperson of the Committee said.
Yuzhanina noted that after the meetings with representatives of the IMF mission and the U.S. Department of the Treasury, she wanted the Committee and the ministry to work on the laws together. "It would allow adoption of really needed amendments to the tax laws," she said.
"The society, experts, international specialists do elaborate amendments to the tax legislation for Ukraine, but we unfortunately do not move forward. We — executive and lawmaking power — cannot reach mutual understanding and move in the same direction," Yuzhanina noted.
The Committee members also discussed the prospects of introduction of the tax reform. In particular, they discussed an opportunity to elaborate new wording of the Tax Code of Ukraine this year.
They also said that this should be done taking in account the reformation of the system of health care and education, and the most important, the pension system, and that all this along with the tax amendments has to become the fundamental of the new Tax Code of Ukraine.
