The Protocol signed in Kyiv on May 21, 2003 takes effect for Ukraine on the 90th day from the date of ratification instrument deposition.
The Protocol determines major elements of the system of pollutant emission register; order of collection and preservation of documentation competent agencies have access to; order of public access to information in the pollutant emission register; conditions of confidentiality of such information if its is promulgation considered to be negative; etc.
The adoption of the Law will expand access of the society to information through creation of consequent, integrated, nationwide pollutant emission registers in compliance with the provisions of this Protocol.
