In particular, the Law urged the Cabinet of Ministers of Ukraine to annually approve the program on activity of the central executive body engaged in formation of state policy in the fields of culture and arts touching the development of culture for respective year (hereinafter — Culture Development Program). The Program determines strategic goals and priority tasks of state policy in the field of culture for a specific calendar year, as well as the events planned and implemented by the central executive body engaged in formation of state policy in the fields of culture and arts to achieve the said goals and implement the said tasks.
The central executive body engaged in formation of state policy in the fields of culture and arts elaborates and submits the draft Culture Development Program for the upcoming year for consideration of the Cabinet of Ministers of Ukraine not later than on October 1. Other central executive bodies engaged in cultural affairs are also attracted to elaboration of the Culture Development Program.
The Program cannot contradict the Program on Activity of the Cabinet of Ministers of Ukraine, state targeted programs in the field of culture, other legislative acts.
The Law classifies the Ukrainian Book Institute as a state institution controlled by the central executive body engaged in formation of state policy in the fields of culture and arts (hereinafter — control agency) and acts in compliance with the charter approved by the control agency.
The charter of the Ukrainian Book Institute is drafted with the participation of non-government organizations engaged in culture, book publishers and book distributors.
The Ukrainian Book Institute is engaged in:
support for book publishing;
popularization of reading;
stimulation of translators activity;
global popularization of Ukrainian literature.
The Ukrainian Book Institute acts under the principles of professionalism, transparency, and accountability.
