As was said during the consideration, the purpose of the draft law (No.3597) is to create legal conditions for the establishment of a State Fund of Humanitarian Development of Ukraine, the work of which will be focused on the implementation of government and public social, cultural and humanitarian projects (initiatives) in order to promote and develop physical culture and sports, culture and arts, science and education, social protection of children, health care, and domestic tourism.
It was also emphasized that the advantage of the draft law is the proposal concerning comprehensive support of the entire humanitarian sphere, and not only one of its components. The Committee members noted that what is meant here is not only about social issues, but issues of national security of the country.
According to the Committee members, problems of the humanitarian sphere should be solved comprehensively through supporting the sphere of physical culture and sports, health protection, strengthening social protection of children, promoting and augmenting national cultural heritage, modernizing and creating infrastructure for physical culture and sports, educational and scientific infrastructure, facilities promoting healthy lifestyle, developing children and youth sports, supporting talented youth and creating a new Ukrainian elite, promoting Ukrainian tourist routes.
The Committee members pointed to the need to direct a part of taxes from the sale of alcohol and tobacco, lottery and gambling, bookmaker activities at support to the humanitarian sphere.
