People's deputies work in plenary mode, participate in hearings and committee meetings last week

On December 25, by 263 votes the people’s deputies approved the Law "On the State Budget of Ukraine for 2016." In the law they took into account most of the proposals of the parliamentarians, and made amendments and supplements to the articles, in particular concerning strengthening of parliamentary control over budget funds.

Parliamentarians participated in a hearing on the topic "State and prospects of ensuring in Ukraine of road-traffic safety." In their speeches participants of the hearing pointed to the lack of the necessary coordination between state government bodies and institutions ensuring road-traffic safety, lack of long-term strategy and program of improving road-traffic safety.

During the parliamentary hearing they tried to draw attention of state government bodies, the public and the media to the need to solve problems of road-traffic safety and concentrate efforts for long-term and coordinated activity in support of road-traffic safety.

Also, the MPs worked in the committees.

Having examined the draft law on the State Budget of Ukraine for 2016, members of the Committee on State Building, Regional Policy and Local Self-Government proposed that the Budget Committee when finalizing the draft law take into account proposals concerning envisaging financing of expenditures of the State Fund of Regional Development and subvention for the formation of infrastructure of unified territorial communities, at the expense of revenues of the general fund of the State Budget of Ukraine in the part of corporate income tax in the amount of UAH 4.7 billion and UAH 1 billion respectively.

Following the examination, the Committee on Economic Policy recommended that the Parliament adopt as a basis and as a whole the draft law on amendment to Article 39 of the Law "On Public Procurements" (concerning making public procurements by the National Police of Ukraine) No.3461, which will allow to timely procure winter uniform for the police personnel.

Members of the Committee for European Integration examined a number of draft laws on their compliance with the European Union law, Ukraine's commitments under the Council of Europe and the Association Agreement between Ukraine on the one part, and the European Union, the European Atomic Energy Community and their Member States on the other part, and approved corresponding decisions.

The Committee on Corruption Prevention and Counteraction considered 47 draft laws for their compliance with the anticorruption legislation.

The Committee on Science and Education approved the decision of the field meeting on the topic "On the application of legislative acts in the Donetsk region concerning functioning of the education sphere in the conditions of the antiterrorist operation."

In the decision they marked the efforts of educators directed to protect the rights of children and youth residing directly in the conditions of the armed conflict, to ensure the availability and quality of education, to create favorable conditions for all participants of the educational process, to restore damaged educational institutions and establishments, to renovate their material and technical base.

Committee Chairperson Lilia Hrynevych took part in the awarding of teachers participating in the National Contest "Education Oscar-2015".

Having considered the draft law on amendments to the Tax Code and certain legislative acts of Ukraine concerning ensuring the balance of budget revenues in 2016 No.3688, the Committee on Taxation and Customs Policy recommended to adopt it as a basis and as a whole taking into account the proposals aimed at perfecting the provisions of the Tax Code and other legislative acts of Ukraine directed at creating conditions for increasing revenues and balancing the budget for 2016 and also improving taxation administering.

The Committee on Freedom of Speech and Information Policy recommended that the Parliament adopt as a basis the draft law on amendments to certain laws of Ukraine concerning protection of mass media independence and improvement of the procedure of protecting the right to honor, dignity, business reputation No.3475.

The Committee members also approved Recommendations for the mass media outlets concerning protection of children's rights.

The Committee on Social Policy, Employment and Pension Provision considered the situation in two social insurance funds – for temporary disability and for accidents at work and occupational diseases.

Having considered the draft law "On the State Budget of Ukraine for 2016," the Committee on Family Matters, Youth Policy, Sports and Tourism said that the application by the Government in a manual mode of the provisions of many laws in the order and amounts established by the Cabinet of Ministers of Ukraine, basing on the available financial resources, will inevitably lead to a significant deterioration of health of the younger generation, and spreading of negligence towards children and teenagers.

In the premises of the Verkhovna Rada held was an exhibition of works of children from the east of Ukraine in the framework of the project "Embroidered Dreams."
