Chairperson of the subcommittee and author of the draft law Oleksandr Dekhtiarchuk noted that the draft law No. 3242 aims to ensure functioning of the system of administrative services in terms of provision of administrative services by the Donetsk regional state administration (the Donetsk military-civil administration) and territorial bodies of ministries and other central executive bodies in conditions of anti-terror operation through temporary establishment of the Administrative Services Center by the Donetsk regional state administration (the Donetsk military-civil administration).
At the meeting, the people's deputies of Ukraine/members of the Committee drew attention to the fact that in view of the adoption of the draft law No. 2984 "On amendments to some legislative acts of Ukraine" (as to expansion of authorities of local self-government bodies and optimization of administrative services) by the Verkhovna Rada of Ukraine on December 10, 2015, regional state administrations were allowed to provide such services through the network of already existing administrative services centers established by district state administrations and local councils of cities of regional subordinance. At that there are no legislative obstacles to apply such a mechanism of provision of administrative services on the territories of anti-terror operation in Donetsk and Luhansk regions.
