Regular meeting of Committee on European Integration

On December 24, 2015 under the chairpersonship of committee Chairperson I.Heraschenko, was held a regular meeting of the Verkhovna Rada of Ukraine Committee on European Integration with the participation of Deputy Minister of Environment and Natural Resources of Ukraine in charge of European Integration H.Vronska and Deputy Minister of Agrarian Policy and Food of Ukraine in charge of European Integration V.Rutytska.

People's deputies supported the draft law No.0071. The adoption of this law will contribute to implementation of the Agreement between the Cabinet of Ministers of Ukraine and the Government of Germany on financial cooperation (assignments of 2011, 2012 and 2013), the project "Supporting nature reserve areas in Ukraine" and will enable to attract credit resources in the amount of EUR 14 million that in the future will allow Ukraine to direct the funds at development of a system of the nature reserve areas, in the framework of which the financial resources will be used to address issues of environmental protection and the protection and sustainable use of natural complexes and objects of the nature reserve areas, and will create conditions for the implementation of the tasks put forward by the Government on restoration of economic growth of the country.

During the meeting, the Committee members examined a number of draft laws on their compliance with the European Union law, Ukraine's commitments under the Council of Europe and the Association Agreement between Ukraine, on the one part, and the European Union, the European Atomic Energy Community and their Member States, on the other part.

People's Deputies - the Committee members declared as not-contradicting the international legal obligations of Ukraine under the Association Agreement draft laws Nos. 2736, 2859, 2859-1 and 2845.

The draft law No.2736 provides for making amendments according to which restrictions are imposed in regard to joint work of close people in the conditions of direct subordination to each other, which pursuant to the Law "On prevention of corruption" are equal to persons authorized to perform state or local self-government functions.

The purpose of the draft law No.2859 is to limit advertising of beer and soft drinks on television and radio over the adoption of the draft law No.71-VIII dated December 28, 2014 "On amendments to the Tax Code of Ukraine and some legislative acts of Ukraine on tax reform" by supplementing with corresponding provisions Article 22 of the Law of Ukraine of July 3, 1996 No. 270/96-VR "On Advertising." The authors of the draft law justify expediency of its adoption with the necessity to bring Ukrainian legislation in line with the EU legislation.

Draft law No.2859-1 was elaborated to ensure the balance of financial interests of television and radio industry with the interests of the society, and protection of television channels and independent production studios from the reduction of own production.

The purpose of the draft law No.2845 is to promote manufacturing of safe and high-quality feed and animal products; preservation and elevating productivity of livestock; obtainment of high-quality and safe animal products; ensuring the production of high-quality and safe animal feed; protection of feed, feed additives and premixes of fraud.

The Committee members declared the draft law No.3049 as not-contradicting the international legal obligations of Ukraine. However, in the EU legal relationship, similar to those the draft law proposes to regulate, are regulated at the level of national legislation taking into account approved recommendations at the level of the European Parliament and the European Commission.

At the same time, the deputies declared as not-complying the European Union law and Ukraine's commitments under the Council of Europe draft laws Nos. 2078a, 2535 and 2534.

During the meeting, the Committee members summed up the work of the Committee for 2015 and cooperation with the Parliament's expert group.

During the first-to-third sessions of the Verkhovna Rada of Ukraine of the VIII convocation the Committee examined draft laws and prepared findings on compliance with the European Union law, norms and principles of the WTO, Ukraine’s commitments under the Council of Europe totaling 878, and 34 findings on draft laws in the competence of the Committee.

The Parliament's expert group in 6M of its activity analyzed 184 draft laws, of which 52 were examined at meetings of the Verkhovna Rada of Ukraine Committee on European Integration. At present, a total of 105 draft legal acts are being examined by the Parliament's expert group.
