During the discussion of the draft law (No.3000), the Committee members stressed that its final provisions propose the application of certain provisions of many Laws in a manner and volume established by the Cabinet of Ministers of Ukraine on the basis of the available financial resources.
According to the Committee members, the application of these provisions by the Government in a manual mode will inevitably lead to a significant deterioration of health of the younger generation, spreading of negligence towards children and teenagers, and as a result to a growth of juvenile delinquency. Due to this, the Committee proposed to remove provisions of the said articles from the Final Provisions of the said draft law.
The Committee also proposed to remove from the text of the Law Articles 28 and 29, which propose to order the Cabinet of Ministers of Ukraine to ensure transferring of expenditures for vocational training in vocational and other educational institutions and specialists in higher educational institutions of I-II levels of accreditation in government ownership to financing from local budgets, as this will lead to the reduction of such institutions and deprivation of significant part of children a possibility to obtain the necessary qualification, and will contribute to youth unemployment.
In order to ensure activity of children and youth sports schools, the Committee proposed to leave in effect in 2016 subventions from the state budget to local budgets for partial funding of children and youth sports schools, which till 2015 had been receiving support from the Social Insurance Fund on Temporary Disability in the amount of UAH 100 million.
To increase the number of vouchers for rehabilitation of orphans and children deprived of parental care and other children of privileged categories, in the children center "Moloda Hvardia" in line with the requirements of Article 1 of the Law of Ukraine "On State Support and Peculiarities of Functioning of Children Centers "Artek" and "Moloda Hvardia," they propose to allocate an additional UAH 9.14 million. UAH 1,000 million for provision of concessional long-term government loans to young families and single young citizens for construction (reconstruction) and purchase of housing. The Committee members believe that big part of this money will return to the state and local budgets as taxes on income of builders, and contributions of housing borrowers.
