At a
meeting on December 9, they examined in particular the draft law "On
amendments to some legislative acts of Ukraine (concerning specification of the
scope of application and perfecting of certain provisions of the transfer of
hostels into the property of territorial communities and ensuring realization
of housing rights of legitimate residents of hostels)" No.1076.
The Committee decided to postpone consideration of the draft law due to the
need of its finalization.
People's deputies examined the draft law "On housing and communal
services" No.1581.
The draft law proposes to regulate the legal and institutional relations
connected with the provision and consumption of housing and communal services
(hereinafter HCS). At that, the Law of the same name dated June 24, 2004 is
declared stale.
The
Committee members noted that the adoption of the draft law will promote
de-monopolization and deregulation of competitive markets in the sphere of HCS
and development of these markets, entry to the markets of new participants,
improvement of the HCS quality, and ensuring a possibility of control over
their provision.
The Committee decided to recommend that the Parliament adopt the draft law as a
basis.
The Committee members examined the draft law "On amendments to some
legislative acts of Ukraine in the sphere of household waste management"
No.1742 and decided to recommend that the Verkhovna Rada reject it.
Following the examination of the draft law "On amendments to some laws of
Ukraine in the sphere of household waste management" No.1742-1 they
decided to send it to the Committee for the repeated first reading.
The Committee members, having discussed the draft law "On amendments to
some legislative acts of Ukraine (as to the strengthening of administrative
responsibility for violation of waste management and landscaping)"
No.1816, offer the chief committee to recommend that the Verkhovna Rada adopt
the draft law as a basis.
The Committee, having considered the draft law "On amendments to some
legislative acts of Ukraine in the sphere of waste management" No.1439,
offered the chief committee to recommend that the Verkhovna Rada of Ukraine
reject the draft law following the consideration in the first reading.
Having discussed the draft resolution "On some issues of restoring
population's housing damaged (destroyed) as a result of the antiterrorist
operation" No.1813, the Committee members decided to send it to the author
for finalization.
