The purpose of the draft law (No.3374) is to improve the management and deregulation of licensing procedures in the field of waste management. To fulfill this task the draft law proposes to introduce a concept of a "passport of waste management" as a unified document, which "a licensing authority may demand during obtaining permission for conducting operations in the field of waste management;" to set requirements to the procedure of preparation and approval of the passport; to expand the list of responsibilities of business entities in the area of ??waste management, and to clarify the powers of local state administrations in the field of waste management, etc.
According to the Committee, the implementation of these proposals will facilitate deregulation of licensing procedures in the field of waste management and perfecting of managerial relations.
