Expert round-table on modern technologies of content monitoring in state government bodies

The
event was held on December 16 by the Information Office of the Secretariat of
the Verkhovna Rada of Ukraine with the participation of the World Bank Office
for Ukraine.
The meeting was attended by heads of monitoring services of state government
bodies and experts.
When opening the expert round-table, Deputy Chairperson of the Secretariatof the Verkhovna Rada of Ukraine Mykola
Shevchuk pointed to the importance of sharing best practices in mass media
monitoring and the need to use modern technologies created by domestic
specialists.
Head of the Information Office of the Secretariat of the Verkhovna Rada of
Ukraine Serhii Horiachev in his speech said that the operational monitoring of
the information space enables to timely and objectively react to certain
events, and thus influences managerial decision-making. In addition, the very
important issue is brief visualized presentation of the monitoring results, in
particular relevancy, interrelation of events and topics.
Head of the Analytical Department of the Secretariat of the Presidential
Administration Yevhenia Blyzniuk, presenting the work of the monitoring service
at the Presidential Administration, provided examples of information products
elaborated by analysts of her Department. She noted that specialists of the
Department focus not only on monitoring of online media, television and radio,
but also single out topics raised in the society, and form long-term trends.
In turn, Head of the Mass Media Monitoring and Analytics Division of the
Information and Public Communication Department of the Secretariat of the
Cabinet of Ministers of Ukraine, Oleksandr Modlinskyi emphasized on the complex
media monitoring as part of the government information policy. According to his
words, monitoring of the information field in the context of executive power
activity is notable for its thematic scope, and specifics of work of the
ministries.
Head of the Division of Operational Analysis of the Policy and Communications
Department at the Ministry of Foreign Affairs of Ukraine Anatolii Solovei
focused on monitoring of global information space in the process of the
formation of the foreign policy of our country. He pointed to the specifics of
work of the Foreign Affairs Ministry - to monitor the global information space,
coverage of events in the Ukrainian context with the aim of elaboration of
corresponding proposals. He noted that analysts of the Foreign Affairs Ministry
are dealing not only with the processing but also with checking of the
information. Specialists work primarily with English-language media, as well as
German and French ones.
Modern developments in the content monitoring were presented by President of
the Liga group of companies Serhii Bondarenko, representative of the
'Information Centre "Elektronni Visti"' Serhii Borodenkov, Director
for Development of the specialized monitoring organization
"Context-Media," Director of the SemanticForce company Ivan
Sedlovskyi, Managing Partner of the Center of Content-Analysis Oleskandr
Marikovskyi.
Summing up the topic, the participants of the expert round-table agreed that it
is very important to improve the technology of the information space
monitoring. In addition, they pointed to the significance of using analytical
materials in the formation of the state information policy.
