Chairperson of Verkhovna Rada Committee on Social Policy, Employment and Pension Provision Liudmyla Denisova meets mission of International Labour Office’s experts

The meeting of December16 was attended by experts of the International Labour Office Krzysztof Hagemeyer and Michal Poliakovski, and ILO National Coordinator in Ukraine Serhii Savchuk.

The sides discussed a number of issues touching the social security of citizens of Ukraine, in particular, concerning the preparation of the draft law on the ratification by Ukraine of ILO Convention No.102, which provides for minimum standards in medical care, benefits in case of sickness, unemployment, old age, employment injury or occupational disease, maternity, in case of disability, death of breadwinner, and family benefits; establishes standards of periodical payment of benefits; proclaims the principle that non-national residents have the same rights as national residents.

Chairperson of the Committee said that the Committee on Social Policy, Employment and Pension Provision will facilitate the ratification by Ukraine of the ILO Convention No.102 on minimum standards of social security.

The meeting also touched upon the preparation and adoption by Ukraine of the Poverty Reduction Strategy in the context of the ILO Recommendations No.202 with regard to national minimum levels of social security.

The strategy will foresee objectives and directions for the period till 2020 concerning securing of access to productive employment of the population; growth of population’s income; broadening of possibilities of access to social sphere services for social groups with high risk of social exclusion; introduction of the principles of targeting and efficiency of provision of social support to citizens; prevention of the spread of negative social processes among the population affected by the battle actions.

Liudmyla Denisova informed ILO experts on the measures concerning social security of citizens, having been implemented in Ukraine for two years.

The parties discussed the draft law on amendments to the Tax Code and the State Budget of Ukraine for 2016, their influence on the formation of indicators of the Pension Fund’s and social insurance funds’ budgets.

In addition, they discussed preparation for the second reading of the draft Labor Code of Ukraine. As ILO National Coordinator in Ukraine Serhii Savchuk said, experts of the International Labor Office have already started examining the project, and the results will be sent to the working group of the Committee.

Committee Chairperson Liudmyla Denisova said that after obtaining the opinion of the ILO, the members of the working group on finalization of the draft Labor Code of Ukraine for the second reading, will consider them and study in detail.
