Committee on State Building, Regional Policy and Local Self-Government examines draft law on amendments to Law of Ukraine "On local self-government in Ukraine" (as to entitling most vulnerable segments of population to travel privilege)

The Committee will propose that the Verkhovna Rada following the consideration in the first reading return the above draft law (Registration No.2919) to the subject of legislative initiative for revision.

During the Committee meeting it was noted that the draft law is aimed at clarifying the powers of local self-government bodies connected with the provision of privileged (free) travel to certain categories of citizens. They said that the authors of the draft law offer to provide executive bodies of local self-government with additional self-government powers in order to ensure travel privileges of labor veterans, pensioners, persons accompanying disabled since childhood or disabled of the first and second groups, as well as other categories of persons determined by local self-government bodies. At that, local self-government bodies independently set the size and order of corresponding payments at the expense of local budgets. In addition, district and regional councils will be provided with the similar powers and additional obligation regarding provision of pupils, students and teachers to the place of study and back home with travel privileges.
