Verkhovna Rada Committee on Social Policy, Employment and Pension Provision examines draft laws on pension provision, strengthening of social protection of ATO participants, children and youth

At a Committee meeting on December 9, which was attended by members of the Committee, representatives of ministries, organizations of trade unions and employers, the public, they examined nine draft laws.

Following the consideration, the Committee, in particular, recommends that the Verkhovna Rada adopt as a basis the draft law "On amendments to some laws of Ukraine concerning the abolition of privileges in the pension provision" No.1087.

The draft law proposes from January 1, 2016 to amend the special acts and determine by them that the pension provision for those working on special posts is made in accordance with the Law "On compulsory state pension insurance." In addition, it is proposed to abolish the payment by such persons of an increased size of single social contribution of 6.1% and set it on a common basis at the level of 3.6%.

The Committee members also discussed the draft law "On amendments to the Law of Ukraine" On Employment" concerning additional guarantees to promotion of employment of combatants" No.2095a and recommend the Parliament adopt it as a basis.

The draft law proposes to include combatants subject to the law "On the status of war veterans, guarantees to their social protection" to the list of categories of persons having additional guarantees to promotion of employment. It will allow employing such persons at the expense of a quota of 5% of the average number of full-time employees in the previous calendar year at enterprises numbering more than 20 people.

During the consideration of the draft law "On amendments to Article 19 of the Law of Ukraine "On Protection of Childhood" concerning travel privilege for children" No.3141-1 the Committee members also recommended the Verkhovna Rada adopt it as a basis and when preparing for the second reading take into account the provisions of the draft law No.3141.

Draft law No.3141-1 proposes to from January 1, 2016 entitle preschool children, pupils and students of secondary, vocational and higher education institutions to privileged travels to the place of study and back home by municipal and suburban passenger transport pursuant to the order set by the Cabinet of Ministers. These categories of children in rural areas should be provided with transportation to the place of study and back home free of charge. It also provides that pupils and students during the year will be entitled to privileged travels throughout Ukraine by rail, water and road transport.

The Committee also recommends that the Verkhovna Rada adopt as a basis the draft law "On amendments to some legislative acts of Ukraine concerning preservation of money and other types of support for individuals engaged in security enforcement during the ATO and had been taken prisoners or hostages or declared missing pursuant to the order set by law" No.2548. According to the draft law, families of such persons will receive monthly payments of cash allowance in the amounts granted to the person as at the day of being taken prisoner or hostage, or to the missing.

The Committee members decided to recommend the Verkhovna Rada override the veto of the President of Ukraine and adopt as a whole the law on amendments to the Law of Ukraine "On compulsory state social insurance" regarding partial financing of health and recreation resorts of higher education institutions" No.737? VIII dated November 3, 2015).

When discussing the issue, the Committee members noted that one of the most important tasks of the State in the provision of social protection of youth is the fulfillment of their right to health improvement, including at the expense of the financial assistance of compulsory state social insurance of Ukraine. Because the adopted law proposes to preserve a part of the efficiently working system of support to health for university students, including persons returned from the ATO zone and studying in these institutions.

Following the consideration, the MPs sent for finalization by the holders of the right of legislative initiative three draft laws Nos.3299, 2491a, 3253, which contradict the provisions of the Constitution, the current legislation, or the authors failed to provide proposals concerning the sources of covering state-budget expenditures for balancing these legislative proposals.
