The Committee meeting on December 8 was attended by MPs, leadership of the Ministry of Infrastructure, leadership and representatives of the State Enterprise "Administration of Seaports of Ukraine."
The Committee considered the draft law on inland waterway transport No.2475a. The document proposes to define legal, economic and organizational grounds of operations of the inland waterway transport. The draft law also provides for creation of a state-owned legal entity - administration of inland waterways of Ukraine in order to ensure functioning of river waterways, maintenance and use of facilities of infrastructure of the inland waterway state-owned transport, river information service at the expense of river fee, the State budget and other sources not prohibited by the legislation.
Following the discussion, the Committee recommends that the Verkhovna Rada adopt the draft law as a basis.
During the meeting they listened to the report on the course of implementation by the State Enterprise "Administration of Seaports of Ukraine" of functions of control and maintenance of the announced depths in 2015. According to documents provided by the SE "Administration of Seaports of Ukraine" function of control and maintenance of the announced depths in 2015 on operational and capital dredging is fulfilled by only a quarter of the planned indicator.
Following the analysis of and discussion on the activity of the State Enterprise "Administration of Seaports of Ukraine" they declared unsatisfactory fulfillment by the state enterprise of its functions. The Committee recommends that the central executive government bodies draw attention to the efficiency of fulfillment of its functions by the SE "Administration of Seaports of Ukraine" and take appropriate measure.
