The draft law offers:
- to give the right to receive into communal ownership real property, which is part of escheat inheritance, to the territorial community at the place of such property location,
- to set the order of information exchange between the State register of acts of civil state, the Inheritance register, the State register of rights for immovable property, the State land cadastre, concerning a search for immovable property that should be declared escheat inheritance, and notification of local self-government bodies of this,
- to establish a rule that in case of death of the lease provider before the expiry of the lease term, such contract is considered prolonged till state registration of the right to ownership of an inheritor of such land plot or till the entry into force by a court decision on recognition an inheritance escheat, and also terminate for this period terms of informing by the lease holder of the owner on the use of pre-emptive right to prolongation of the lease term;
- to make mandatory disclosure on the Internet of information on court cases launched on applications for recognition of an inheritance escheat;
- to grant the right to submit to court an application on recognition of an inheritance escheat, except to a local self-government body, as well as a creditor of the deceased, and in the case if the inheritance includes a plot of agricultural land - an owner, user of neighboring land plot (preserving the provisions on transfer of property forming part of escheat inheritance into municipal property);
- to free local self-government bodies from paying the court fee when submitting applications for recognition of an inheritance escheat.
