Verkhovna Rada Committee on Family, Youth Policy, Sports and Tourism recommends that Verkhovna Rada take number of steps to overcome bureaucratic delays when awarding Ukraine's honorary title of Mother-Heroine to women who brought up five and more children to aged of eight

On November 24, 2015, the Committee considered the issue of the findings of audit on efficient use of the state budget funds for a lump sum payment to women who are awarded the honorary title of Ukraine Mother-Heroine, based on materials of the Accounting Chamber of Ukraine.

During the discussion, the Committee members had questions about the causes of non-use of funds for the payment of a lump sum compensation to women who were awarded the honorary title of Ukraine the Mother-Heroine, provided for by the budget program "Lump sum payments to women who were awarded the honorary title of Ukraine Mother-Heroine, disabled, unemployed indigent persons and persons who became the victims of trafficking" in 2014 and from January to September of 2015. The Committee members stressed that it is the result of bureaucratic delays related to awarding of the honorary title of Ukraine Mother-Heroine to women who gave birth and brought up to eight years old five and more children on the part of the local government, executive authorities and the Presidential Administration Ukraine.

As a result, over the past 12 years, nearly 5,000 women, who were awarded the honorary title of Ukraine Mother-Heroine, did not receive a lump sum payment due to the death. In general, there is no statistics on the number of women who die during the examination of documents related to awarding of the honorary title.

Following the discussion, the Committee recommended that the Cabinet of Ministers of Ukraine made proposals to the President of Ukraine on amendments to the Regulation on Honorary Titles of Ukraine, approved by the Decree of the President of Ukraine on June 29, 2001 No. 476, to improve the mechanism of awarding the honorary title of Ukraine Mother-Heroine by March 1, 2016:

on establishment of deadlines for consideration of documents on the honorary title of Ukraine Mother-Heroine;

on criteria of objective evaluation of the merits of women eligible for submission to awarding the honorary title of the Mother-Heroine;

on payment of a lump sum compensation to the heirs of the deceased woman, who were awarded the honorary title of the Mother-Heroine, but failed to receive a lump sum compensation during their life;

The Cabinet of Ministers of Ukraine was also recommended to order to the Ministry of Social Policy of Ukraine to take steps to create the State Automated Registry of Large Families and Women Awarded with the Honorary Title of Ukraine Mother-Heroine in 2016, to provide a reasoned schedule of expenditures for payment of a lump sum compensation to women awarded with the honorary title of Ukraine Mother-Heroine, and to take steps to prevent the availability of unused appropriations under conditions of limited financial resources.
