Verkhovna Rada Committee on Transport considers several draft laws, passes resolution

The Committee meeting on November 25 was attended by the people’s deputies, managers and representatives of the Ministry of Infrastructure, as well as representatives of the central executive bodies.

In particular, the Committee members discussed the draft Law on Amendments to the Law of Ukraine on Road Traffic (on the frequency of mandatory technical inspection of vehicles) No. 2117.

The purpose of the draft law is to ensure compliance with the standards of technical condition of vehicles and equipment used for transportation of cargo or passengers to earn profit.

The draft law proposes to establish a 10 business days’ period for registration/re-registration of vehicles (instead of the current 10 calendar days’ period); introduce an annual (currently - biannual) passing of periodic technical inspection for cars used to transport the passengers or goods to earn profit, lorries regardless of ownership with a capacity up to 3.5 tons, and trailers with service life more than two years.

It is expected to make relevant amendments to the Law on Traffic.

Given the discussion results, the Committee recommends that the Verkhovna Rada adopted the draft law as a basis according to the results of the first reading.

The Committee meeting also considered the draft Law on Amendments to the Air Code of Ukraine (Concerning the Registration of Ultra-Light Aircraft) No. 3011.

The draft law amends the Air Code of Ukraine aimed at improving the procedure of registration and certification of ultralight aircraft, particularly its harmonization with the relevant European practice. In world practice, the rules governing the registration, certification, and safety used for admission of ultralight aircraft to flights are usually established by the relevant federations. Transition to such practice, compatible with the European standards, will facilitate the development of amateur and ultralight aviation in Ukraine significantly.

Following the discussion, the Committee members decided to recommend to Verkhovna Rada to adopt the draft law as a basis.
