The Committee members considered the draft law No. 3190.
During the discussion, they noted that the draft law introduces amendments to the Land Code, and laws "On State Land Cadastre" and "On Regulation of Urban Development," which foresee in particular that citizens in addition to the application on privatization of land plots under buildings and structures in their ownership, instead of technical materials and documents confirming the size of land plot, will provide technical documentation on land planning concerning the establishment (reestablishment) of land plot boundaries in nature (on ground);
that land plots, the title of ownership (use) for which was passed before 2004 (including those, the title of ownership (use) for which was thereafter terminated), are considered formed regardless of assignment to them of a cadastral number; are clarified the conditions for granting land for urban development needs in the absence of zoning plan or a detailed plan of territory, etc.
People's deputies believe that the approval of the draft law will streamline the process of registration of property rights to land plots under the real estate, and this will contribute to ensuring the interests of individuals and legal entities and create the basis for increasing revenues of the local budgets.
The Committee sent its decision to the Chief Committee on Agrarian Policy and Land Relations.
