Verkhovna Rada Committee on National Security and Defense recommends Ukrainian Parliament adopt draft law "On amendments to Law of Ukraine "On state protection of state bodies of Ukraine and officials" as a basis

During a meeting of the Committee on November 4 a representative of the Ministry of Foreign Affairs said adoption of draft law No. 2289a was needed to provide security and state guard of ministers of foreign affairs of foreign states, other officials of international organizations during their visits in Ukraine or during their stay on the territory of the country. She said the aim was to abide by standard international practice, rules, traditions of holding official events, to perfect and optimize the procedures of holding in Ukraine protocol events and ceremonies.

The effective wording of the Law envisages state guard for heads of foreign states, heads of parliaments and governments, members of their families, heads of international organizations who arrive in Ukraine and stay on its territory.

At the same time, in line with the practice of visits of foreign delegations at the top level, and taking into consideration Article 21 of the UN Convention on Special Missions of 1969 to which Ukraine has joined, there is a necessity to extend the effect of the Law "On state protection of state bodies of Ukraine and officials" in the part concerning provision of security and stage guard for ministers of foreign affairs of foreign states and certain category of officials of international organizations who arrive in Ukraine or stay on its territory.

The draft law suggests extending the effect of the Law "On state protection of state bodies of Ukraine and officials" for ministers of foreign affairs of foreign states, other officials of international organizations in the part concerning provision of their security and state guard during their stay on the territory of Ukraine.

The draft law envisages a procedure provided by the law for cooperation of bodies of the state power in the field of provision of security and state guard to heads of foreign offices of foreign states and certain category of officials of international organizations who arrive in Ukraine or stay on its territory.

The Committee secretariat informed the Information Department that members of the Committee supported the draft law the adoption of which will help bring the legislation of Ukraine in compliance with commitments regarding the UN Convention on Special Missions of 1969, and in compliance with standard international practice, rules, traditions of holding official events. It will also perfect and optimize the procedures of holding in Ukraine protocol events and ceremonies.
