O. Boiko, chairperson of the Subcommittee for Bodies of Self-Management of Population, Local Elections and Other Forms of Direct Democracy, stated that submission of draft law (No. 2467) was caused by the outdated legislation regulating the holding of general meetings of citizens of the same place of residence and lack of proper provisions on the order of calling and holding conferences of representatives of territorial communities.
The speaker said the Committee had received findings from:
- Verkhovna Rada Committee on Legal Policy and Justice, which found that the draft law complies with provisions of the Constitution of Ukraine;
- Verkhovna Rada Committee on Combating corruption and Counteraction, which, having expressed a number of concerns as for the draft law, noted that the draft law complies with provisions of anti-corruption laws;
- Verkhovna Rada Committee on Budget, which endorsed a resolution that the draft law can extend outlays of local budgets and urged observation of Article 27 of the Budget Code of Ukraine during consideration of draft laws that influence indexes of the budget and enactment of such laws;
- Main scientific-expert department of the Stuff of the Verkhovna Rada of Ukraine, which arrived at a conclusion that the draft law does not leave space for regulating the issue of general meetings of citizens of the same area of residence by by-laws of territorial communities. The Department did not support the draft law.
O. Boiko informed members of the Committee. The Committee applied with a request to comment on the draft law to the Institute of Legislation of the Verkhovna Rada of Ukraine, the National Academy of the State Management under the President of Ukraine, the Institute of Civil Service and Local Self-Government of the National Academy of the State Management under the President of Ukraine, Yaroslav Mudryi National Judiciary University, the Academy of the Municipal Management, the Research Institute of the State Building and Local Self-Government, the All-Ukrainian Association of Bodies of Local Self-Government "Ukrainian Association of District and Regional Councils," the All-Ukrainian Association of Rural Councils, the All-Ukrainian Non-Profit Organization "Association of Facilitation of Self-Management of the Population."
