The draft law No. 3272 offers to introduce a principle of extraterritoriality in work of agencies engaged in civil registration of births, deaths and marriages, simplification of the order of the civil registration.
The Committee members did not support a proposal not to mention child's father in birth certificate in absence of mother's and father's application or respective court ruling.
The Committee members also took a stand against the proposal to render dissolution of marriage on the day of respective application submission, as that would allow divorcement under influence of emotions. The proposal contradicts the state policy aimed at consolidation of family relations.
The Committee also opposed the proposal to allow divorcement following respective application of the marriage partners, who have children, without respective court ruling. The Committee members advocated supplementing Article 109 of the Family Code of Ukraine with a term that envisions the following: marriage partners submit an amicable settlement or agreement on upbringing of children, place of children's residence, participation in creation of conditions for children's living with a parent, who would live separately.
