Committee for Industrial Policy and Entrepreneurship carried out a “round table” entitled “Draft New Revision of Law of Ukraine “On State Support of Development of Small and Medium Entrepreneurship in Ukraine: New Approaches, Challenges, and Possibilities.”

Within the scope of the event, representatives of business community, executive and legislative authorities and experts discussed the main approaches to the promotion of development, as well as instruments of the state support of small and medium business agents in the frame of preparation to consideration of draft new revision of the Law of Ukraine “On the State Support of Development of Small and Medium Entrepreneurship in Ukraine” by the Verkhovna Rada.

“We do not speed up the adoption of the law, as we wish to prepare a truly weighted, not just a declarative document, and stake on quality. Today, we would like to hear all your remarks, proposals, and to discuss them,” Viktor Halasiuk, chairman of the Committee, appealed to the participants.

Serhii Kiral, deputy chairman of the Committee, in his turn, thanked the team of USAID Project for active participation in the development of this document. According to him, during preparation of the second revision, the authors leaned on the actual problems of Ukrainian entrepreneurs, in particular, their access to funding. “We will also appeal to the donors to raise additional funds which would allow us in future not just to improve the regulations, but to make sure that the implemented regulations actually work,” the People’s Deputy informed.

As was mentioned during the discussion, the developers aimed to make the new document revision as laconic as possible, not to interfere with other legal regulation branches, and to concentrate on establishment of statutory instruments actually regulating the branch in question, instead of ideological regulations.

Commenting the previous revision of the document, Liubomyr Chorniy, technical advisor of USAID Project, said: "During the discussions following the National Conference of Small and Medium Entrepreneurship, association leaders mentioned two issues rendering the old revision ineffective. The first, the document of such a scope just can not work. And the second, it is rather raw to start using it.”

The participants responded to Viktor Halasiuk’s appeal to participate in the active discussion. Thus, Serhii Dorotych, the chairman of Public Council under the State Regulatory Service, suggested to postpone adoption of the law and to work out the document in a wider circle of experts: "We will consider the current legislation and develop a “roadmap”: which of the entrepreneurs’ issues need to be addressed today. Based on these results, we will draw a conclusion, whether a new draft law should be submitted, or the existing one should be modified.”
