According to the Secretariat of the Committee, the draft law No. 3086 aims to introduce the institution of heads of civil protection that will run the said system, its territorial and functional subsystems and branches.
In particular, the draft law rules that head of civil protection system of Ukraine is the Prime Minister of Ukraine; head of civil protection system of the Autonomous Republic of Crimea is the head of the Council of Ministers of the Autonomous Republic of Crimea; head of the civil protection system of a region, cities of Kyiv and Sevastopol, district, city district in Kyiv and Sevastopol is the head of respective local state administration; head of civil protection system of a regional center, city of regional and district subordination is respective city head; head of civil protection system of a central executive body/economic entity is the head of the body/economic entity.
