Verkhovna Rada adopts Law "On external labor migration"

The legislative act sets legal and organizational fundamentals of state regulation of external labor migration and social protection of Ukrainian citizens, who temporary worked or still work abroad (labor migrants), and their family members.

According to the Law, the legislation on external labor migration is formed of the Constitution of Ukraine, this Law, other legislative acts that regulate relations in the field of external labor migration, as well as of international agreements of Ukraine agreed by the Verkhovna Rada.

The major body in the system of central executive bodies responsible for formation and realization of the state policy in the field of external labor migration is the central executive body engaged in formation of state policy in the fields of labor and social policies, employment of the population and labor migration.

The Law determines the rights of labor migrants to proper labor conditions, social protection and family reunion.

The document rules that the "rights of labor migrants are regulated under the laws of the resided country and international agreements of Ukraine."

The Law sets state guarantees of providing labor migrants with social services and assistance.

Pursuant to the Law, the state assists in reintegration of labor migrants and their family members with the society after their return to Ukraine through provision of social services in compliance with the Law of Ukraine "On social services."

The Law sets state control and responsibility for violation of requirements of the law on labor migration.

The Law also rules that "central and local executive bodies, Security Service of Ukraine take all possible measures within their authorities to prevent from illegal labor migration and human trafficking."

Respective draft law was registered under No. 2330а.
