In particular, the Committee members decided to recommend that the Ukrainian Parliament reject the draft law No. 2128a "On amendments to Law of Ukraine "On capital of Ukraine — hero city Kyiv" (as to the order of appointment of head of Kyiv city state administration).
According to authors of the draft law, it offers to bring the Law of Ukraine "On capital of Ukraine — hero city Kyiv" in line with the requirements of the Constitution of Ukraine and the Ruling of the Constitutional Court of Ukraine No. 21-рп/2003 dated December 25, 2003. To do so it is offered to elaborate new wording of Section 2 of Article 10-1 of the Law of Ukraine "On capital of Ukraine — hero city Kyiv" under which the President of Ukraine appoints person elected head of the Kyiv city council as head of the Kyiv city state administration.
The people's deputies noted that the question raised in the draft law should be settled through complex amendments to the Law of Ukraine on local self-government in general and on the capital of Ukraine in particular.
Similar decision was passed on the draft resolution No. 2552a on measures as to comprehensive reformation of the State Service of Ukraine.
The people's deputies took in account a number of remarks expressed by the Minister of the Cabinet of Ministers Yurii Onyschenko, who said that the document [the draft resolution] could not be supported as it was not in line with the Constitution of Ukraine and its laws.
The Committee members also approved explanation of the procedure of reporting by village, small town or city heads as well as by deputies of village, small town or city councils to respective territorial community.
