The legislative act rules that "the Social Insurance Fund of Ukraine and its working bodies are successors of the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine, its executive directorate, departments of executive directorate of the Fund in the Autonomous Republic of Crimea, regions, cities of Kyiv and Sevastopol, departments in districts and cities of regional subordinance; as well as of the Fund of Social Insurance against Temporary Loss of Capacity to Labor of Ukraine, its executive directorate, departments of the Fund in the Russia-annexed Crimea, regions, cities of Kyiv and Sevastopol and their working bodies."
The law rules that "before the completion of measures related to establishment of the Social Insurance Fund of Ukraine and working bodies of its executive directorate:
— functions and tasks envisioned by this Law are provided by respective executive directorates of the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine and the Fund of Social Insurance against Temporary Loss of Capacity to Labor of Ukraine and their working bodies;
— executive directorate of the Fund of Social Insurance against Temporary Loss of Capacity to Labor takes decisions to disband the Fund of Social Insurance against Temporary Loss of Capacity to Labor, its outlets, executive directorate of the Fund of Social Insurance against Temporary Loss of Capacity to Labor, executive directorates of the Fund of Social Insurance against Temporary Loss of Capacity to Labor and to establish commissions on their reorganization, to approve members of these commissions;
— executive directorate of the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine takes decision to disband the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine, departments and outlets of the executive directorate of the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine and to establish commissions on their reorganization and approve members of the said commissions;
— commissions on reorganization of the Fund of Social Insurance against Temporary Loss of Capacity to Labor, executive directorates of the Fund of Social Insurance against Temporary Loss of Capacity to Labor and the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine are formed of representatives of the central executive body engaged in formation state policy in fields of labor relations, social protection of the population, and representatives of representation offices of all-Ukrainian associations of trade unions at the national level and representation offices of all-Ukrainian associations of employers organizations at the national level;
— in default of authorities as to measures on reorganization of the Fund of Social Insurance against Industrial Accidents and Occupational Illnesses of Ukraine or the Fund of Social Insurance against Temporary Loss of Capacity to Labor by the commissions mentioned in paragraphs 2 and 3 of this Item during a month from the date of their establishment, the executive directorate of the Social Insurance Fund of Ukraine having respective consent of the board of the Social Insurance Fund introduces changes in composition of the commissions."
