Verkhovna Rada Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe recommends Ukrainian Parliament adopt draft resolution "On commemoration of Chornobyl catastrophe consequences liquidators and on measures linked to 30th anniversary of Chornobyl catastrophe" on the whole

According to the Secretariat of the Committee, the draft law No. 1477 aims to ensure proper commemoration of courage, self-devotion and high professionalism of liquidators of the Chornobyl catastrophe consequences, as well as to enhance social protection of the disaster victims.

The document envisions measures to be held in April 2016 related to the 30th anniversary of the Chornobyl catastrophe.

In particular, it is planned to urge the Cabinet of Ministers of Ukraine to ensure implementation of Sub-Item 13 of Item 2 of the Parliamentary Hearings Recommendations entitled "On decommissioning of the Chornobyl NPP, Shelter facility and prospects of exclusion zone development," approved with the Verkhovna Rada Resolution No. 348-VIII dated April 22, 2015 as to the elaboration and approval of the Plan for state measures on the occasion of the 30th anniversary of the Chornobyl catastrophe, financing of respective events from state budget and local budgets, and envision:

— holding of international research and practice conference in Ukraine;

— elaboration of the National Report dedicated to the 30th anniversary of the Chornobyl catastrophe;

— commemorative events on the occasion of the 30th anniversary of the Chornobyl catastrophe;

— declaration of 2016 a year of commemoration of liquidators of the Chornobyl catastrophe consequences;

— call on the parliaments and governments of countries-members of the United Nations and the European Union to combine efforts to provide international assistance in the settlement of problems with the dampening of the Chornobyl catastrophe consequences;

— periodic health examination of disabled persons, who took part in the liquidation of the Chornobyl catastrophe consequences, and victim children;

— free examination of Chornobyl catastrophe liquidators with magnetic resonance tomography under appointment cards of the "National Research Center for Radiation Medicine of National Academy of Medical Sciences of Ukraine" State Institution;

The draft law also suggests that the Cabinet of Ministers envision the following in the draft law on state budget for 2016:

— costs for financing of measures related to the 30th anniversary of the Chornobyl catastrophe;

— expansion of financing of the state program entitled "Comprehensive medical-sanitary assistance and treatment of cancerous diseases with the use of expensive medical technologies for citizens-victims of the Chornobyl catastrophe";

— raise of costs for pension coverage of disabled people-liquidators of the Chornobyl catastrophe consequences, victim children and people evacuated in 1986 from the exclusion zone, whose diseases were proved to be related to the Chornobyl catastrophe;

— payment of pensions to persons-victims of the Chornobyl catastrophe, in full (less state income);

— financing of reconstruction of the Rehabilitation Center of the "National Research Center for Radiation Medicine of National Academy of Medical Sciences of Ukraine" State Institution for the Chornobyl catastrophe victims;

— resumption of funding of the state program entitled "Housing provision to Chornobyl catastrophe victims."

The draft resolution recommends that the Council of Ministers of the Autonomous Republic of Crimea, local state administrations, local self-government bodies, National Academy of Sciences, National Academy of Medical Sciences of Ukraine, State Television and Radio Broadcasting Committee, take measures related to the 30th anniversary of the Chornobyl catastrophe.
