Author of the draft law people's deputy Artur Herasymov founded the adoption of the draft law with the necessity to ensure functioning of the system of local self-government in conditions of anti-terror operation, settlement of important issues of the local level, temporary fulfillment of authorities of local self-government bodies by respective military-civil administrations during the period of the anti-terror operation on the territories of Donetsk and Luhansk regions.
He said the adoption of the draft law would allow to ensure fulfillment of authorities of local self-government bodies on the territory of Donetsk and Luhansk regions during the anti-terror operation.
The Committee members also eyed an alternative draft law No. 3177-1 — on amendments to Ukrainian legislative acts (as to peculiarities of the status of and fulfillment of authorities by military-civil administrations).
This draft law offers to remove gaps and discrepancies of some provisions of the Laws of Ukraine "On military-civil administrations," "On fight against terrorism," "On local state administrations," "On local self-government in Ukraine" in issues touching determination of the status of military-civil administrations and fulfillment of authorities by them in the fields of general and special (law enforcement) competence via the introduction of amendments to the listed legislative acts.
According to the Secretariat of the Committee, the Committee members recommended that the Verkhovna Rada adopt the draft law No. 3177 as a basis, and reject the draft law No. 3177-1.
