In particular, the provisions of the draft law offer to abolish a term that envisions that a federation willing to obtain the national status shall represent a kind of sport in respective international sports federations, whose list is approved by a profile central executive body through taking in account proposals of the National Olympic Committee of Ukraine, National Committee of Sports for the Disabled, Sports Committee of Ukraine, and can represent respective kind of sport at international sports competitions. That means that the national status and state budget financing can be obtained by a federation that is not part of the international federation — a member of the International Olympic Committee or SportAccord and does not take part in Olympic and World Games. The terms offered by the draft law contradict the international law and complicate the development of sports in Ukraine.
Besides, the terminology of the draft law is not in line with the Laws of Ukraine "On civil associations," "On state procurements" and the Budget Code of Ukraine.
Taking in account the abovementioned and substantial remarks of the Ministry of Youth and Sports of Ukraine, Ministry of Finance of Ukraine, and the Central Scientific-Expert Department of the Verkhovna Rada Secretariat, the Committee recommend that the Ukrainian Parliament reject the said draft law.
