Seminar dedicated to introduction of e-document flow takes place at Verkhovna Rada of Ukraine

Opening the seminar, Head of the Personnel Department of the Secretariat of the Verkhovna Rada of Ukraine Vitalii Maksymiyak said certain groundwork on the modernization of the document flow system at the Secretariat of the Verkhovna Rada had already been made.

Acting head of the Verkhovna Rada Secretariat Volodymyr Slyshynskyi informed about the changes to be introduced in the document flow system of the Verkhovna Rada.

Slyshynskyi informed about the allocation of UAH 90 million for the procurement of equipment, first of all the equipment to be delivered to structure divisions working with document flow. Besides, it is planned to lay fiber optic lines and develop new software to make document flow more efficient.

The acting Secretariat head informed about some innovations, in particular, all documents to be delivered to the Verkhovna Rada will be scanned and later considered in e-format. During the scanning, documents' requisites will be input and their consideration date will be set.

He drew attention to the issues of e-signatures. He noted that the system of identification of users would be changed. Each of them would have an access only to own category of documents. Particular attention would be paid to the safety of documents.

Later it is planned to introduce the system of distant work with documents.

According to the acting head of the Verkhovna Rada Secretariat, the system of accountability of the document flow would be created to avoid the human factor.

Slyshynskyi also expressed the position of the Secretariat leadership regarding the Law of Ukraine "On state service." "To work, people have to have good salaries and social assistance. The draft laws allowing to manually set salaries depending on desire of other bodies will not be supported. This issue must be regulate by the law, not an official," he said.
